Todd Jaeger serves the District as Associate to the Superintendent, Legal Counsel, District Media Contact, Designated Public Lobbyist, Student Discipline Hearing Officer, and Custodian of Records. He also oversees the following departments or personnel:
  • Human Resources Department

  • Records Management Department

  • Print Media Specialist

  • Equal Opportunity Office

  • District Spanish Translator

Mr. Jaeger provides legal services and advice, practical guidance and related administrative services to the Governing Board, the Superintendent, administrators and staff throughout the District. His responsibilities include risk management, real estate acquisitions, litigation (actual or threatened), elections, maintenance and development of district policy, open enrollment, District insurance programs, contract review and preparation, and matters. Mr. Jaeger also provides guidance and services regarding personnel matters, the employee meet and confer process, employee disciplinary procedures, and the District�s grievance procedures. He provides training to staff throughout the District as needed on a broad range of topics and issues.

He is the designated liaison between the District and other governmental entities, such as the City of Tucson, Town of Oro Valley, or Pima County, as well as the State and federal agencies. In that context, he prepares and reviews Intergovernmental Agreements, negotiates real estate development proposals, and monitors zoning issues that concern the District.

Mr. Jaeger also supervises the District's liability insurance program, and his office processes legal claims against the District.

Mr. Jaeger is assisted by Connie McFarland, a Certified Legal Assistant. Mrs. McFarland supports all aspects of Mr. Jaeger�s responsibilities. She responds to inquiries from the public and district personnel. Mrs. McFarland also coordinates information, provides research assistance, and prepares documents and legal pleadings.

Also in the department is Edythe Serrano, who provides translation services for Governing Board meetings and student disciplinary hearings. Edy also facilitates bilingual communication as needed for District departments.

The Records Management Office is located at Wetmore Center and is responsible for the maintenance of all official personnel records, Governing Board records and other historical records and documents. The Office, in consultation with Legal Counsel, also coordinates all legal requests for records, such as public records requests and subpoenas. These forms of records requests should be forwarded to the Records Management Office.

The following personnel matters may also be taken care of through this office:
  • Address/Phone Number Changes.

  • Review of personnel files.

  • Copying of documents contained in personnel file (upon written request).

  • Teacher certification record updates.

  • Submission of Professional Development forms required for recertification.

While the Records Management Office notifies teachers of their certification renewal needs, it remains each certificated individual�s personal responsibility to remain abreast of their own certification renewal requirements and to ensure their own compliance to avoid loss of certification. Questions regarding certification or recertification can be directed to the Records Management Office and Human Resources Department, as well as the State Department of Education Certification Unit.
