NEW HOME CONSTRUCTION IMPACTING
AMPHITHEATER SCHOOL DISTRICT

 
Statewide Process Changes School Construction

The construction of new schools for a growing school community poses a unique challenge for Amphitheater School District as it enters its third century of serving the families of the northwestern area of the City of Tucson, unincorporated Pima County, and the Town of Oro Valley. For decades, new neighborhood schools in Amphi were built with voter-approved bonds, but now this local approach for growth has been replaced by a statewide process that impacts all school districts in Arizona. The State School Facilities Board (SFB) now decides when a new school will be built and how much it will cost, based on formulas that work against the geography of the District and larger facilities that have historically been constructed by the District.

   
 
Capacity Issues in the District

Amphitheater has grown with Tucson since 1893. The District extends from Grant Road to the south and to the Pinal County line in the north, with the result that some schools have manageable levels of capacity while others have only a few seats remaining. The SFB does not provide funding for a new school until every school within the District is full (based on SFB standards). The SFB standards require that existing schools space requirements be much more cramped that what the Amphi community has grown to expect. Adjusting school boundaries and busing students to schools that have capacity in our District is the SFB response to Amphitheater District�s dilemma.
 
 
Developer Donation Agreements

Amphitheater School District�s goal is to seek local support for new school construction through developer donations to mitigate the impact of new developments on existing neighborhood schools. This �Pay it Forward for Education� program seeks a donation from the developer/homebuilder for each new home constructed within Amphi District. These funds are collected when the new home sold.
   
 
Impact of No Developer Agreement

Many developers/homebuilders have entered into donation agreements with Amphi, and their support recognizes that quality schools promote quality education and help create high demand for new homes. Unfortunately, some developers/homebuilders have chosen not to enter into agreements with Amphi and we want our school community to be aware that these developments are impacting our schools without providing support of this solution.
 
 
Recognition of Developer Support

Amphitheater School District acknowledges those developers/homebuilders and their specific developments that have entered entered into donation agreements. We ask our Amphitheater community to join with us in thanking these developers for their contribution to our schools.

We also list the developers/homebuilders that have decided not to support our public schools, leaving some of our neighborhoods to deal with serious impacts to school capacity. Ask your developer whether they support your schools!
