Addressing the Board
Persons attending Board meetings shall observe rules of propriety, decorum, and good conduct, and refrain from impertinent or slanderous remarks. Violation of this rule shall result in such persons being prohibited from further audience before the Governing Board.
To Speak To An Item On The Agenda
Members of the audience are welcome to speak to an item on the meeting agenda. To ensure recognition at the Board meeting, this process must be followed:
- Complete a blue speaker's request form and submit it to the Board secretary seated at the front of the room.
- Address the Board at the appropriate time when called upon by the president.
- State your name, address, and relationship to the district.
- Express your ideas concisely. Comments by members of the community are limited to three minutes per person in order to ensure everyone who wishes to speak has an opportunity to do so.
To Speak During Public Comment
Members of the audience are welcome to speak during the public comment portion of the Governing Board Meeting. To ensure recognition at the Board meeting, this process must be followed:
- Complete a yellow speaker's request form and submit it to the Board secretary seated at the front of the room.
- Address the Board at the appropriate time when called upon by the president.
- State your name, address, and relationship to the district.
- Express your ideas concisely. Comments by members of the community are limited to three minutes per person in order to ensure everyone who wishes to speak has an opportunity to do so.
- Please note: Due to the provisions of the Arizona Open Meeting Law, members of the Governing Board are prohibited from responding to or discussing issues raised by individuals, if those issues are not on the Board's agenda.
Charges/Complaints
Personal charges or complaints against individual district employees may not be presented orally at the public Board meeting. This prohibition is necessary in order to protect the due process rights of employees.
Problem Resolution
Problems and concerns must be first addressed at the school, department, or facility level. If the problem is not satisfactorily resolved at this first level, the concern should be directed to the appropriate district-level administrator or supervisor. If further action is necessary, a problem or concern may be referred to the superintendent.
The Governing Board will not entertain or consider any recommendation, grievance, complaint, or petition from parents, students, employees or patrons of the district until such issues have first been pursued through the proper administrative channels without satisfactory resolution. This requirement helps ensure the Governing Board is fully informed and able to act unprejudically when acting in the role of a hearing body.
Persons wishing to bring an issue to the attention of the Governing Board shall contact the Governing Board secretary no later than seven days prior to the regularly scheduled Board meeting and ask to have the matter placed on the published agenda. Such items will be placed on the published agenda provided the individual has first pursued the resolution of the problem in the prescribed manner.
Visitors Are Always Welcome
The effective operation of the school district is dependent upon the interest and support of district constituents. Visitors are always welcome at schools and Governing Board meetings.
